- Realized rate = Standard rate × Realization % (≠ utilization)
- Ceiling = Billable hours × Realized rate · Gap = Ceiling − Target

How this is calculated
- Available hours = Headcount × Hours / person / period
- Billable hours = Available × Utilization %
- Realized rate = Standard rate × Realization %
